I've been searching for a way to create the wiggly text I see in a lot of animations today, and I think, after many unsuccessful tutorials that didn't give me quite the effect I wanted... I found it!! Here we go:
Create a new text layer and type your words. Center the anchor point.
Text layers have a different list of effects they can use, which you'll find by expanding the text layer properties menu thing and clicking "animate."
Add these two animations: position and rotation. Now in your properties you will have something called "animator 1." Click the "add" button next to that, and go to selector > wiggly.
In the dropdown of this new "wiggly text selector" there will be a minimum and maximum amount option. This defaults to 100% and -100%, meaning if your position is set to "20" in the effect, it will use the entire 20, not just part of it, when it wiggles around.
Adjust the position and rotation to your liking. Now, go up to "more options" in this effect properties menu and alter the grouping alignment under anchor point alignment. This is basically an anchor point for each letter so they don't run away from each other. This example uses -45.
You can also alter the amount of wiggles per second, which is basically the speed of the overall wiggle.
The last thing we're going to apply is a turbulent displace effect from the effects panel. Drag that onto your text layer.
Push the "amount" and "size" really low, maybe 5 or 10...just play around with it, or else it'll displace super dramatically.
Now, opt+click on the evolution stopwatch. This will add an expression. Type in "timex500." This wiggles the letters themselves. Turn the animator layer on and off to toggle between letters themselves moving and not moving.
